eg. How do you approach an STD test with a new partner?

If I’m a virgin can I get an STD through kissing an infected person?

I know you can get certain STD’s through kissing but can it still happen if one of the people (me in this case) has never had sex. What are the chances?

If that person has an STD in or around their mouth than yes it is a possibilty that you can get an STD of the mouth. Before careful who you are kissing on.

Abstinence is the 100% prevention of STD’s.

Yes. A lot of STD’s (a reason why I don’ like calling them like that) can be passed from person to person through other means, not only sex. Saliva and blood can be infected and when there’s fluid interchange between two person, one of whom has the disease, it can easily be passed two the other one. If one of them or even BOTH are virgins, is irrelevant. Also keep in mind that sex is not only penetration, but also includes foreplay.
